Job Description

Description of Primary Purpose: The Building Division Manager in the Department of Community Development is charged with the administration and enforcement of local, State and Federal codes and regulations for all building, structures and property maintenance; including plan review and inspections of building construction, alterations and change of use.  The Building Manager shall ensure all work is conducted with integrity in a manner consistent with industry best practices, conflict of interest laws and City policies.

Qualification Requirements: Manages services of the Building Division including plan review, field inspection (including Fire Prevention services), enforcement and related customer service. Monitors productivity and quality of work performed in the delivery of customer service, plan review, field inspections and special projects. Ensures accurate and complete record keeping for all permits.   Manages third-party contracts for services. Provides quality control regarding compliance with applicable codes, regulations and ordinances. 

Supervises staff performance. Hires, transfers, suspends, lays off, recalls, promotes, discharges, directs, rewards, or disciplines employees, or effectively recommends such actions, and addresses grievances. Evaluates performance on an on-going basis, keeps records of performance, works with staff to establish clear goals and objectives, and conducts performance evaluations.  Researches, analyzes and development new service delivery methods and techniques.  Develops and coordinates appropriate ongoing training and development of staff. Provides technical advice, information and interpretations regarding the various codes, laws and regulations regarding building construction to architects, engineers, contractors, home owners, and management team in connection with the application of building and zoning codes and regulations to various construction projects; Directs staff in or directly resolves issues related to building and / or property maintenance code interpretation and enforcement. Exercises sound judgment in interpreting and enforcing provisions of the building and zoning codes

Education:  A Bachelor's Degree from a four-year college or university in architecture, architectural engineering, construction management or related field or equivalent professional experience.

Experience:  3 to 5 years of experience as an inspector or an equivalent combination of educational certification, training and experience in construction practices and procedures. 3 to 5 additional years experience in a managerial or supervisory position.  Experience working for municipal or other government agency preferred

Certification & License: Must possess a valid Driver's License and relevant International Code Council (ICC) certifications.  Advanced certification such as CBO preferred.  Certification in green building LEED AP a plus.

Required Knowledge, Skills, and Proficiencies: Knowledge of the proper review of building plans for compliance with applicable codes and ordinances addressing project design, construction, alteration, repair and related zoning and land use matters. Knowledge of the purposes and objectives of building and zoning codes including the prosecution of violations of such codes. Knowledge of the building construction industry with preference towards commercial permit/ plan review, processing and logistics. Broad expertise in several areas of plan review and demonstrated high level of technical skills and abilities. Strong written, oral and interpersonal skills with the ability to communicate clearly and effectively with a wide audience of people from residents to industry professionals and interdepartmental staff. Ability to apply codes and ordinances firmly, tactfully and impartially and maintaining effective working relationships with staff, other city departments, architects, developers, builders, property owners, and other members of the general public.
